It was established in 1908, and its first municipal council was chaired by Elias Odeh al-Dabini. Since its establishment, 25 presidents have rotated the presidency of its municipal council. Its current council is chaired by Issa Qassis, and the council includes fourteen members.
Through its successive councils, the municipality has contributed to the advancement of Ramallah by organizing the city according to plans and structures, licensing the establishment of constructions and buildings, following up on inspection thereof, preserving the appearance and cleanliness of the city, establishing gardens, squares, and parks, organizing, managing, and monitoring them, and protecting public health, as well as, controlling consumerism products in collaboration with the competent authorities.
In addition, determining and collecting municipal fees and returns and fines imposed on violators of its regulations, protecting archaeological buildings in collaboration with the competent authorities, encouraging cultural, sports, and social activity, and contributing to it in collaboration with the concerned authorities, and preventing and removing infringement on its regulations.
