He was born in Jaffa in 1946.
His family emigrated to Gaza City during the Nakba in 1948. He studied in its schools and obtained a high school diploma, and joined the UNRWA Teachers Institute in Gaza City, and obtained a diploma in education.
He worked in UNRWA schools as an English language teacher for several years.
He was appointed by the late President Yasser Arafat as governor of Gaza City in 1996, until 2004.
He was a former member of the Revolutionary Council of the Fatah movement.
He was president of the Palestinian Chamber of Commerce in the Gaza governorate.
He was a member of the Palestinian National Council and the Central Council.
He was the manager of the office of the Yasser Arafat Foundation in Cairo and was later elected as a member of its board of trustees.
He passed away on Thursday morning 16/12/2021 in the Egyptian capital (Cairo).
