Born in Jerusalem in 1952.

He obtained his General Certificate of Education (Ordinary and Advanced Levels) from Victoria College, Alexandria, Egypt (1969).

He earned a Bachelor's degree in Chemistry and Biology from the American University of Beirut (1973), a PhD in Medicinal Chemistry from Loughborough University, UK (1978), a Master's degree in Health Management from City University, London (1994), and a Fellowship from the Institute of Biomedical Science in London (1995). He also holds a Postgraduate Certificate in Health Economics from the University of Aberdeen, UK (1999).

Former Deputy Director-General for Development and Management at Taawon (The Welfare Association) in Jerusalem and Amman.

Former Secretary-General of the Palestine Academy for Science and Technology.

Former General Manager of Arab Medical Services in Ramallah.

Former Director-General of the Medical Aid for Palestinians (MAP) in the UK.

Former Director-General of Makassed Hospital in Jerusalem.

Chief of Staff of the Office of the Chairman of the Palestine Liberation Organization / President of the Palestinian National Authority (2005-2010).

He has authored several scientific publications in peer-reviewed journals, books, reports, articles, and lectures, primarily related to the health field.

He has held leadership roles in numerous committees, associations, projects, and institutions, including the Palestinian Community Association in the UK, the Palestine Red Crescent Society, the East Jerusalem Hospitals Network, the Arab Intellectual Forum, the Accreditation and Quality Committee in Palestinian Higher Education, the Palestinian Public Health Association, and the East Jerusalem Sector Study Project.

Member of the Revolutionary Council of Fatah.

Member of the Board of Trustees of the Yasser Arafat Foundation.
